海外福島県人会
在外福島県人会 / Overseas Fukushima Kenjinkais
福島県国際課に登録されている在外福島県人会の数は、2023 年12 月1 日現在で24 か国・地域36 県人会となっています。直近ではニュージーランドにおいて、県人会が設立されています。
在外福島県人会の成り立ちは、古くは一世紀以上前の海外移住の歴史にさかのぼります。本県は、東日本最大、全国７位の移民輩出県であり（JICA の海外移住統計による）、2 万8 千を超える県民が海を越え、北米や中南米等に移住しました。
The number of overseas Fukushima Kenjinkai registered with the International Affairs Division of Fukushima Prefecture International is 36 in 24 countries and regions as of December 1st, 2023. The most recent Kenjinkai established is in New Zealand.
The first Overseas Fukushima Kenjinkai was established more than a century ago and is closely associated with the history of Japanese emigrants. Fukushima Prefecture is rated 7th among prefectures in Japan with citizens overseas (according to the Overseas Migration Statistics by JICA), with over 28,000 people from Fukushima having emigrated to North, Central and South America.

震災以降、福島県では在外福島県人会から、数多くの心温まる励ましの言葉やご支援を頂いてきました。
震災から10 年の節目を迎えるにあたり、これまでの在外県人会の皆様からの復興支援活動を記念誌として残し、情報を共有するため本誌の刊行となりました。
本誌をきっかけに県人会をはじめ、世界中の方々に福島県の復興状況を知っていただければ幸いです。

Fukushima Prefecture has received heartwarming and encouraging messages and support from the Overseas Fukushima Kenjinkais.
As a decade will have passed since the disaster occurred, this booklet was published in order to have a memorial book of the Kenjinkai’s activities supporting revitalization and to share all the activities with you. We hope this booklet will give members of the Kenjinkais as well as people around the world an opportunity to know about the situation of revitalization in Fukushima.

在外県人会サミット / Overseas Fukushima Kenjinkai Summit
「在外福島県人会サミット」は、海外の福島県人会と県、県人会同士の交流を拡大し、在外県人会のネットワークによる本県の現状や魅力等の発信を通じて、風評払拭、観光や県産品の振興、国際交流の促進を図るなど、本県の復興・創生を加速することを目的に開催された。
これまで４回開催され、福島県が招へいした県人会の代表者が震災及び原子力災害の状況や復興への取組を視察するとともに、風評払拭に向けた意見交換等を行った。
第 1 回：2013 年 2 月 5 日～ 8 日 （9 か国、19 県人会）
第 2 回：2014 年 8 月 26 日～ 29 日 （10 か国、18 県人会）
第 3 回：2017 年 11 月 20 日～ 22 日（17 か国、26 県人会）
第 4 回：2023 年 11 月 15 日～ 17 日（20 か国、28 県人会）
The Overseas Fukushima Kenjinkai Summit was held to expand interactions between the Kenjinkais and Fukushima Prefecture as well as among the Overseas Fukushima Kenjinkais, to dispel harmful rumors of Fukushima, and to promote tourism, the sale of local products, and international exchange by sharing the progress of revitalization in Fukushima, which we believe will advance the acceleration of the reconstruction and revitalization of Fukushima.
We have already held three summits, in which representatives of invited by Fukushima Prefecture saw the damage caused by the disaster and nuclear power plant accident as well as the progress of revitalization. They also exchanged opinions to dispel harmful rumors of Fukushima.
1st time: Feb.5 – 8, 2013 (19 Kenjinkais from 9 countries)
2nd time: Aug. 26 – 29, 2014 (18 Kenjinkais from 10 countries)
3rd time: Nov. 20 – 22, 2017 (26 Kenjinkais from 17 countries)
4th time: Nov. 15 – 17, 2023 (28 Kenjinkais from 20 countries)
第４回在外福島県人会サミット / The 4th Overseas Fukushima Kenjinkai Summit
第４回サミットは、６年ぶりの開催となり、過去最多となる20か国 28 県人会が参加した。最新の復興状況等の視察のほか、本県の風評払拭に向けた意見交換等が行われ、県と県人会、県人会同士の連携がより一層強化された。
意見交換会では、各県人会で実施している風評払拭の取り組みの共有や効果的な情報発信の方法について、意見が交わされた。
The 4th Overseas Fukushima Kenjinkai Summit, held after a hiatus of 6 years, saw the participation of a record number of 28 Kenjinkai representatives from 28 countries. Participants saw the latest progress in Fukushima's revitalization and exchanged opinions on ways to dispel harmful rumours, strengthening cooperation between the prefecture and the Kenjinkais, as well as among the overseas Kenjinkais themselves.
During the opinion exchange session, participants shared the initiatives undertaken by their Kenjinkai to dispel harmful rumours, and exchanged views on effective ways of disseminating information.
第３回在外福島県人会サミット / The 3rd Overseas Fukushima Kenjinkai Summit
第３回サミットは、17 か国 26 県人会が参加し、開催された。
復興が着実に進む本県の現状を視察するとともに、意見交換会では、在外県人会の福島への熱い思いが「ふるさと福島行動宣言」として採択され、風評払拭に向けた活動を始めとし、故郷である福島県をこれまで以上に応援していくことが表明された。
Representatives from 26 Kenjinkais from 17 countries participated in the 3rd Overseas Fukushima Kenjinkai Summit. Participants saw the progress being made in the revitalization of the prefecture.
At the opinion exchange session, the Overseas Kenjinkais’ heartfelt consideration for Fukushima was expressed in the “Declaration of Supportive Actions for Our Hometown: Fukushima”. Participants also vowed further support to dispel harmful rumors of Fukushima.
第２回在外福島県人会サミット / The 2nd Overseas Fukushima Kenjinkai Summit
第２回サミットは間もなく秋を迎える時期の開催となり、10 か国 18 県人会が参加した。第１回の開催以降、各県人会の情報発信が活発になるとともに、新たな県人会も設立され、在外県人会との連携が一層強化された。
県内視察後の意見交換では、復興が進んでいる部分がある一方、風評被害が今なお続いている状況があり、復興に向かう本県の姿や正しい情報の世界への発信について更なる取組が必要などの意見が交わされた。
The 2nd Overseas Fukushima Kenjinkai Summit was held in late summer of 2014 with the participation of representatives from 18 Kenjinkais in 10 countries. Since the 1st summit, each Kenjinkai has been actively sharing information and new Kenjinkais were established, which reinforced cooperation among overseas Kenjinkais.
During the opinion exchange session after the visits to facilities in Fukushima Prefecture, participants said they learned that misinformation arising from a lack of understanding remains and it would be necessary to take further action in sharing correct information about the progress of revitalization in Fukushima to the world.
第１回在外福島県人会サミット / The 1st Overseas Fukushima Kenjinkai Summit
第１回サミットでは、世界10 か国 22 在外県人会（当時）のうち、9 か国 19 県人会の会長等が参加し、復興状況の視察のほか、本県の風評払拭に向けた意見交換等を行った。
また、初めてのサミット開催であり、サミット期間中、県人会相互のネットワーク強化を目的に「ワールド福島県人会」が結成され、県人会より、本県を応援する「ふるさと福島応援宣言」が発せられた。
Representatives of 19 Fukushima Kenjinkais in 9 countries among 22 Fukushima Kenjinkais in 10 countries participated in the 1st summit to see the progress of revitalization in Fukushima and exchanged opinions on ways to dispel harmful rumors of Fukushima.
During the first summit, the “World Fukushima Kenjinkai” was established to reinforce the network among Kenjinkais. In addition, the “Declaration of Support for Hometown Fukushima” was adopted.
