The Association for Monitoring of Safety in Decommissioning

Overview

In December 2012, Fukushima Prefecture established The Association for Monitoring of Safety in Decommissioning, which consists of representatives from 13 relevant municipalities and academic experts (expert members). The Association rigorously monitors the work undertaken by the national government and TEPCO based on the Mid-and-Long-Term Roadmap for the decommissioning of Units 1 to 4 at Fukushima Daiichi Nuclear Power Station in a multidisciplinary and continuous approach.

*13 relevant municipalities: Iwaki City, Tamura City, Minamisoma City, Kawamata Town, Hirono Town, Naraha Town, Tomioka Town, Kawauchi Village, Okuma Town, Futaba Town, Namie Town, Katsurao Village, Iitate Village

Subcommittees

The Association has established the Labor Safety and Health Subcommittee and the Environmental Monitoring/Assessment Subcommittee to discuss following specific matters.

  • Labor Safety and Health Measures Subcommittee
    Ensuring the safety of workers involved in decommissioning work, improving employment practices, securing personnel, and maintaining a safe work environment among other aspects.
  • Environmental Monitoring and Assessment Subcommittee
    Planning of monitoring activities around nuclear power stations and management of the result.

The Citizens' Council for Securing of Safety in Decommissioning

Overview

”The Citizens' Council for Securing of Safety in Decommissioning" was established in August 2013, comprising of residents of 13 relevant municipalities and representatives of various organisations. Its purpose is to observe the progress of decommissioning work carried out by TEPCO and the national government, listen to the voice of citizens and societies to reflect them in the work through The Association for Monitoring of Safety in Decommissioning and other channels.

Local Representatives

Overview

A team of personnel from the Nuclear Power Safety Division of the Fukushima Prefectural Government has been stationed in Naraha Town since April 1, 2014 to strengthen the capability to monitor the progress of decomissioning work carried out by Tokyo Electric Power Company Holdings, Inc.. They willl be on-site 24/7 to monitor developments in case of serious incidents.

Key areas of on-site monitoring

Fukushima Daiichi Nuclear Power Station

  • Progress of the work including decommissioning on the basis of the Mid-and-Long-Term Roadmap, contaminated water management, etc..
  • Gathering information and conducting on-site inspections during incidents, and verifying the implementation and results of preventive measures.
  • Regular verification of plant parameters.

Fukushima Daini Nuclear Power Station

  • Progress of the work towards decommissioning.
  • Gathering information and conducting on-site inspections during incidents.

Structure

The team of local representatives is based in an office at the Naraha Centre for Nuclear Emergency Response Measures, consisting of four members (three prefectural officials and one nuclear specialist), and two of them are on-site from Monday to Friday. Furthermore, the team has an information-gathering office in the premises of Tokyo Electric Power Company Holdings, Inc.'s Fukushima Daiichi Nuclear Power Station.
